According to the minute of 25 February 2020:
"At the Chairman ‘s invitation John McNeill, Senior Public Safety Officer, City of Edinburgh Council, spoke about the serious concern and many complaints which had been voiced over the issue of a street trader’s licence for the sale of Christmas trees on the Old Coltbridge in November/December 2019. He confirmed that that there is no procedure for objecting to the issue of a temporary licence, which can be approved by a proper official or an elected member of the Council. The Chairman said that MCC had considered applying for a trader’s licence in 2020 in order to prevent a recurrence of the problem. J McNeill agreed that, if the same licence were applied for again, a more appropriate location should be found and the trader should be required to improve the look and feel of his pitch."
